Essay

The object of research are managerial processes by the state program. The purpose of research is provide timeliness of realization of Ukraine state space program (USSP) projects in view of scarce resources are taken into account. The research methods are: system analysis methods; mathematical device of regular circuits of system models; project management and investment management methods; methods of the theory of fuzzy sets and relations; network planning methods; simulation method; object-oriented programming methods. The scientific results obtained in thesis are as follows: new methods of formation and modeling the structure and processes of the state engineering development program management which differ from existing ones and provide timeliness of realization of USSP projects' and their effectiveness required level due to selection of the most rational types and financial schemes under scarce resource conditions; models of funds flow formation which differ in aggregating private resources and financial structures at each level of USSP management that allows to estimate expenses and duration of the program realization at various financial schemes. The following method has been advanced: the project effectiveness parameters reduction method using the fuzzy-set theory that allows to evaluate diverse parameters of project effectiveness in structure of the state programs. Introduction - branch. The practical value of research consists in development of scientific-methodical base for tool means creation for analyze and management USSP in conditions of multi-variant approach of financing and limitation of resources. The results of dissertational work are introduced into practice of the analysis of the Ukraine space program. Further use of the results received in the dissertation expediently in the organizations which are engaged in planning and management of state programs, formation of state program structure, analysis of expenses and terms of projects performance in view of resources limitation, selecting the sources and dynamics of USSP projects financing for maintenance timeliness realization and a necessary efficiency level of the space program projects.
