In dissertation first system-historically and scientifically and in theory the features of creation are investigational, to development and modernization of folk education on East Germany earths, socio-economic terms and legislative base, that became subsoil for modernization of the edu-cational system of Germany, and description is given to the modern tendencies of modernization of the system of formation of single Germany. A theory and practice of transformation of ideologi-cal-totalitarian folk formation of GDR is reflected in the European and Christian Democrat educa-tional system of modern Germany, and also sug-gestions of the system use are formulated in Ukraine of development of universal and trade education Germany to experience.
