The dissertation is devoted to the one of the actual problem of social philosophy of XX century, exactly to the formation specific characters and factors of modern computer information civilization development. During the research the essence forming criterion of the civilization differentiation in the human history was stated. Analyzed the information civilization development genesis in the human history it is specified that civilizations of slave-owning and capitalistic society till the middle of the XX century have been developing evolutionary.
