The author presented psychological characteristic of hooliganism and its certain variations in modern Ukraine. The author also proved psychological homogeneity of physical violence and threat of violence used to commit acts of hooliganism, determined psychological factors of negative trends in the state of public order as a result of decriminalization of acts of hooliganism in the Criminal Code of Ukraine and their impact, in particular, on delinquent behavior of the youth and juveniles, argued that presence of deliberate intent when committing acts of hooliganism does not always mean that offender realizes public danger which his behavior poses, and substantiated the need in analysis of all components of the mental (intellectual, volitional, and emotional) structure when determining forms and types of guilty behavior.
