Thesis presents the results of theoretical and experimental study of legal and psychological foundations of personnel management of the National Police of Ukraine. Legal and psychological essence and content of the basic concepts of the mentioned field of research are revealed, legal and psychological features of modern police personnel management are figured out and its theoretical model as a self-propelled system is developed. The author considers the concept, content, methods of the mechanism of legal regulation, legal and psychological features of the purpose and functions of personnel management of the National Police of Ukraine. The organizational and legal preconditions for the effective making and implementation of management decisions by managers of police departments have been established; professional study of the activities of managers of police units is carried out. The structure of professional and managerial competence of a manager as a generalized personal formation is also determined. Thesis substantiates the legal and psychological concept of motivation, professional and personal development of police personnel; the psychological preconditions of the organization by the manager of an effective interpersonal interaction in collective and his influence on psychological climate of the organization. Legal and psychological preconditions for forming a team of the National Police of Ukraine are considered. Study also defines and determines the tasks of legal support for the functioning of police management systems; several proposals on the amendments to the regulations of the Ministry of Internal Affairs of Ukraine aimed at the improvement of the effectiveness of psychological support for the Police management are substantiated.
