Dissertation is a complex research of activity of the Kherson province zemstvo on the study of demographic situation and processes in a region. Were studied theoretical, methodological and organizational principles of zemstvo's demographic researches in the Kherson province; their directions and results were described in detail; the role of zemstvo was define in the study of demographic development a region; and also the attempt of reconstruction of demographic picture of edge was done on materials of zemstvo's statisticians and health-officers.
