Ratsyk O. The requirements for the realization of political neutrality in the professional activity of civil servants

The object of the investigation is professional activity of the civil servants. The object of the research is in scientific argumentation of the means for realization of a principle of political neutrality in the professional activity of civil servants. The methods of the investigation are: a group of philosophical, general scientific and special methods, a method of synthesis, a method of expert assessments, expert poll, content-analysis, a method of systematization. The scientific novelty is that in the work for the first time a complex of the means for realization of a principle of political neutrality of civil servants is offered; the author's view of determination of the term of "means for the realization of the principles of professional activity of civil servants" is formulated; a list of situations that make contradictions between professional duties of civil servants and their political interests is established; weaknesses of current legislation, which is to provide preventions or proper explanation of situations that activate antagonisms between professional duties of civil servants and their political interests are distinguished; definition of the essence of a principle of political neutrality of civil servants professional activity is improved.
