Essay

This thesis is a complex generalizing research of history of the first All-Ukrainian Council Congress. Based on published and archived source, periodical press, reminiscences the research reveals preparation and carrying out of the Workers, Peasants and Soldiers Deputies Council Congress on December 4 - 6, 1917 in Kyiv and Workers and Military Deputies Council Congress on December 11 - 12, 1917 in Kharkov, Peasant Conference on January 20 - 22, 1918. Attitude of local party organizations and Ukrainian population to the idea of carrying out and results of the first All-Ukrainian Council Congress have been revealed. It is determined by research, that considerable attention in bolshevists' and their supporters' reminiscences is devated to illumination of delegates' party affiliation, who left in Kiev convention, their amount, problems and difficulties arose up on delegates' arrival from Kiev to Kharkov. By evidence of Kharkov convention participants and contemporaries, during the discussion of agenda separate issues, same disputes and misunderstanding arose up, including some organizers' doubts concerning its legitimacy. It is determined, that a necessity of holding peasant conference, organized bolshevists' party, was awaked, foremost, by the necessity of concerning legitimacy of convention's decisions in Kharkov, as well as elected executive committee, because of absence peasantry representatives. Actually the conference became the final stage of this convention.
