In the thesis theoretical aspects of the development of the urban settlement of the Capital district have been under examination and methodical basics of its examination have been worked out; the integral factors of statistical indicators of functioning and development of the urban settlement of the Capital district have been revealed; a set of criteria and indicators that characterize demographical, socio-economical, ecological potential of administrative-territorial units of the district and which are determinative in the organization of urban population have been specified; regional diversity and peculiarities of functioning and development of modern state of urban settlement of the Capital district have been revealed ; the clusterization of administrative constituents of the Capital district has been conducted according to the level of the development of the urban settlement on the basis of index quotient of urban population; the contents of the conception "urban settlement" has been updated; basic directions of the adjustment and development of the urban settlement of the Capital district have been formulated and grounded.
