The aim of the study is carried out by the historical and theoretical formation and development documentary education in Ukraine (1995-2008). Investigate the historical background of documentary education and show that its development for public administration is directly linked to the state building process and development documentary science. Generalized and systematized flow of scientific publications on the preparation documentary highlighted and substantiated the main stages of research documentary education in Ukraine. The first formalized changes in preparation documentary by analyzing the curricula of training from 1997 to 2008 and established a chronological order by entering specialty in higher education in Ukraine period under study. Clarify the content of documentary specialist in public administration. Grounded contextual features Internet portal about documentary science and created theoretical's structural scheme. The first conceptual framework for the preparation documentary specialist to public administration, based on the provisions on the relationship of content of training subject areas of "documentation" and "governance".
