Essay

Object is the mental model of the international tourism phenomenon. Purpose is to define its essential properties. Methods: philosophical theory of human essence, realized through the attributes of language, society, state; hermeneutic-semantic approach to the content of international tourism; the methodological status of concepts; systematic and structural, and dialectical logic for the conceptual self-object unity. Results: The socio-philosophical, political, legal, public administrative context of knowledge to optimize the subjects’ of tourism organization; socio-philosophical content of the rights and duties of subjects of tourism can be used in making additions to the Law of Ukraine "On Tourism". Novelty: The socio-philosophical definition of "tourist", "tourism", "international tourism" in their subject-oriented methodology to address human cognitive existential needs; humanistic approach to the main determinants of international tourism development, which removes the paternalistic practices by state that activity, transforming it into civilian initiative. Scope: educational process, public policy in the management of international tourism.
