Object - Odessa Institute of Public Education (OIPE) as a kind of institution of higher learning in higher education USSR in the years 1920-1930. Target - comprehensive coverage of the process of creation, functioning and reorganization OIPE. Methods: concrete historical, personologichesky, problem-chronological, complex. In the first built scheme of the evolution of high school in Odessa in the years 1920-1930: analyzes the process of structuring OIPE and its further transformation. The mechanism of governance Odessa High School, the organization of educational process and scientific-research work in OIPE were studied.
