The thesis is devoted to the development of scientific and methodological approaches to improving methods of generating of socio-economic system of medicine prices in accordance with the present state of Ukraine development and in the light of perspective directions for reforming of health care and pharmacy. First proposed methodological principles of developing socio-economic regulatory lists of medicines and medical items in Ukraine. It has been developed and processed the methodics of forming the reference price system on essential medicines as an indirect method of government regulation of pricing, which allows to determine the economically justified level of reimbursement in the health insurance system. The indicators to determine the socio-economic effectiveness of introducing of reference prices system on essential medicines have been proposed
