Work is devoted to scientific basing of integrated approach to determine availability of medical drugs for out-patients and ways for its increase on the basis of research of the modern state of providing pharmaceutical necessities for the population, analysis of the conducted researches in direction of providing availability and normatively legal base. By the offered indexes of availability of medications and pharmaceutical help the method of complex estimation of availability of medications to out-patients is developed. Pharmacoeconomical research of group of medications is conducted for treatment of arterial hypertension for a group choice optimum accessible charts of treatment, that corresponds to possibilities of patients. As a result of the conducted researches methodical recommendations, computer programs, are developed and offered, algorithms of functional design for an estimation and increase of availability of medications by an out-patient.
