Object - the Ukraine Black Sea regions regional power. Aim - on the base of the wide list of the archive sources, published documents, periodic press materials, science literature, statistics make complex exploration of the regional power of the development of the foreign cooperation in the Black Sea Region. Methodology: comparative-historical, statistical, typological, descriptive, analysis method. The dissertation is dedicated to the problems of the international cooperation between states if the Black Sea Region. The main role is played by the regional power. The main spheres of their participance in the international organizations activity (Black Sea economic Cooperation, GUAM - Georgia, Ukraine, Azerbaidjan. Moldova, Assembly of European Regions, Association of European Border Regions, Conference of Peripheral Maritime Regions of Europe, International Black Sea Club), transborder cooperation ("Lower Danube" euroregion) and the development of the states coordination in 1991-2006.
