Essay

The thesis is the first integrated study of community government in the cities of Yekaterinoslav Province in the late 19th- to the early 20th century. The highlight of the theme is based on archives and other published materials. The author considers the first predetermining reform carried out in 1870. He also highlights the community's proposals on the basic principles of the reform.The thesis studies the development of the municipal legislation of the Russian Empire as well as the process of promoting the City Regulations of 1870 and 1892 in the cities of the Province, which was implemented basically in conformity with the laws and decrees issued by the government agencies. The author also points out such a typical feature of the local elections as the small number of residents having the right to vote under the Law of 1870. The author also emphasizes that with the adoption of the Law of 1892, the city electorate became even smaller. The quality of the election procedure was also undermined by the bulk of the population endowed with the right to vote ignoring the election.
