Dissertation is the complex research of the historical experience of forming and realization public policy in the sphere of fighting with the criminality in the Southern Ukraine in 1921-1928. Dissertation is a complex research of historical experience of forming and realization of public policy in the sphere of fighting against criminality in the Southern Ukraine in 1921-1928. The structure and dynamics of criminality were thoroughly investigated on basis of wide variety of sources. The researcher took into a regional specific and features of transitional historical period to a new state and social order. The new forms of criminal manifestations during this period were investigated. The directions, forms and methods of working extraordinary authority and law-enforcement structures in the sphere of counteraction to growth of criminality, their relations and interactions were systematically explored. Positive and negative experience of fighting against criminality in the south of republic during 1920th was generalized. It can become a valuable source material for concrete definition of mechanism of working the Office of Public Prosecutor, police, security in modern life, and it can help in organizing an effective offensive on similar second offenses of our life.
