Sholojko N. Optimization of management of tender procurement of medical and pharmaceutical products.

Dissertation is dedicated to substantiation of methodological approaches, theoretical backgrounds, and practical recommendations related to optimization process of tender procurement of medical and pharmaceutical products in health care system. In dissertation, legal environment and normative base of Ukrainian government procurement system were analyzed in relation to their correspondence to WHO, EC, UN, WTO, and other international standards. Foreign experience of carrying out government procurements and of control of rational use of budget funds was summarized. Implementation of new financial mechanisms for optimization of budget funds usage for supply of health care system with medical devices was proposed. Levels of physical and economical availability of medical and pharmaceutical products for consumers at different stages of health care system were generalized. Methodology of introduction of preliminary analysis of patient care institution needs on the base of pharmacoeconomical methods was developed for future differentiation of nomenclature of medicines and medical devices during centralization and decentralization of procurements. System for medicines prices control was developed with implementation of medial price coefficients.
