The subject of research is the social relations that arise when using commutation of juvenile offenders. The purpose of the research is development of psycho-legal principles applying circumstances that mitigate punishment on persons who committed the crime in juvenile age. Methods of research are general scientific, ones of juridical-psychological researches and of mathematical statistics. Scientific novelty - generalized scientific approaches to mitigate the sentence juvenile offenders; formulated juridical and psychological principles applying commutation order, set objective and subjective difficulties that hinder the application of science-based mitigation of the punishment to minors; the authorized version definition index Rigidity punishment "in light of adolescence, its interpretation and calculation procedure and others.
