Vinogradov A. Activity of the state and not state institutions of Ukraine in a plane of the Ukrainian-Russian humanitarian relations of the period of independence

On the basis of the analysis of documents and materials features of a humanitarian component of the Ukrainian-Russian relations at level of the state institutions are studied. The author defines этапность interstate dialogue, signing of the basic contractual base and cooperation formation at level of public authorities. The characteristic of scientific and technical cooperation is given. The considerable attention is given the Ukrainian-Russian humanitarian relations at level of not state institutions to which the author carries: local governments, teritorial communities, political parties and public organisations, and also religious associations. Level of cooperation of frontier areas of Ukraine and the Russian Federation in humanitarian sphere is investigated and factors that brake effective development of their cooperation are defined. Displays and level of public activity concerning the decision of a problem of maintenance national-cultural requirements Ukrainians to Russia and Russians in Ukraine are found out. Character and influence degree between community relations on development of the Ukrainian-Russian humanitarian relations is defined.
