Approaches to project management quasi intelligent learning systems (ILS) based on synergetic principles are considered in dissertation. The structure of ILS is offered, intelligent support methods of adaptive learning and knowledge control based on proper models are considered. The model of project management to develop ILS based on manage control, external and internal environment influences is offered. Self organization processes of virtual university setting on education process quality are considered in details. The offered methods of project management to develop ILS and adaptive courses for ILS can decrease proper executing processes.
