The thesis is dedicated to the research of the renewal formation process of the personnel potential system in Ukraine in the nineties of the 20th century. The historical-comparative method helped to determine whether the level of scientific and technical potential in Ukraine corresponded with the needs of epoch. We also had analyzed the normative and legal base which was the foundation and functional basis of the national system of scientific manpower's training and certification and its practical functioning.
