Essay

Temporary military governors-general were formed and the civil administration was established on the territories, “occupied by the law of war”, as a result of the Galicia’s occupation by Russian troops. The Russians established the management system at the level of provinces, counties and cities. Administrative bodies consisted of officials, arrived from the western provinces of Russia, mainly police officials. The administrative bodies of judicial institutions, which still consisted of officials from Austrian times, were the only exception. In final the occupational authorities failed to form the judiciary. The policy of occupational authorities aimed at the transformation of Galicia to the integral part of Russian Empire.
