The initial idea of work is a picture of stratagem thinking as an immanent human way of social and political action organization, directed on achievement of purpose in the conditions of opposing through application of non-direct manoeuvres. Individuals ability to operate with factors of reflexive reality is grounded as a nature of stratagem thinking. Its contents is opened up through game theories as a row of mental operations which do possible the construction of strategic trap. The conceptual chart of application of stratagemity in political activity is created. Historical rooting of stratagem thinking in political activity of people is confirmed, possibility of optimization of political decisions acceptance by means of stratagem thinking through concordances of utilitarian and deontological aspects of policy, etc. is grounded.
