The thesis research is devoted to the problem of the professional recruitment on public service. The importance of the scientific task of the thesis is determined by the realization of the administrative reform in Ukraine and strategic European integration course of the State. In this thesis the number of concepts is defined and proposed to put into administrative conceptual use in the field of public administration. The model of professional recruitment is worked out and its phases are determined. The obligation of diagnostics of each candidate's professional and personal aptitude for the functions of a vacant seat is proved.
