Ohienko O. Zemstvos of Right-bank Ukraine: Organizational-legal Status and Social Functions (1904-1917).

Dissertation research is devoted to activity of zemstvo's of Right-bank Ukraine in 1904-1917. The policy of tsar's power is analysed in relation to zemsk reform of Right-bank Ukraine. Governmental acts of legislative and practical character for preventing advantages of Catholic Poles in zemsk organs are treating. The structure and duties of prescriptive and executive organs of zemsk of Right-bank Ukraine is analyzed. Zemsk practical measures of the organizational plan on expansion of the representative base and social responsibilities of their own structural subdivisions are traced. Financial position of zemstvos, and also their work assignments above all, is considered - economic development of edge, cultural-elucidative work, public welfare, help of army.
