Essay

The process of establishing a record keeping system of ethnic composition of cities in Ukraine in late nineteenth - early twentieth century was complexly researched. Logical and concrete-organizational link between the first experiences of one-day urban population censuses in Moscow, St. Petersburg, Kharkiv, Odesa, Kyiv was determined. It was revealed, in particular, how was in the highest state management environment and among scientists, statisticians, the need of record keeping system of population comprehended, its ideology, organizational principles and structure of the accounting, including ethnic composition, were formed. The level of objectivity of materials received during a nationwide census; including for those regarding the ethnic composition of the population was analyzed. Social, organizational and personal reasons for failures of objectivity of population census system, especially in the part that dealt with its ethnic composition were determined. The work determined the ethnic composihion of urban population in Ukraine including relevance its regional specifics at the edge of XIX and XX centuries.
