Organizationally-pedagogical principles of People’s Commissariat of Ukrainian Soviet Socialist Republic activity in the field of school education in1919 – beginning 1930th of the ХХ century in the context of politico-social, socioeconomic and pedagogic factors were system reflected in the Dissertation. Genesis of structure of People’s Commissariat of Ukrainian Soviet Socialist Republic as a public organ of education management in investigated period, that went through permanent changes and was ministerial to the effective work was disclosed. Data about upkeep and development and input specifics of People’s Commissariat of Ukrainian Soviet Socialist Republic of the Ukrainian model of school education was generalized. The basic lines of People’s Commissariat of Ukrainian Soviet Socialist Republic activity in the field of school education: school system new structure’ development and introduction; school education content’ development and educational process organization new forms’ search; school system’ Ukrainization; minorities education’ organization; satisfaction of school needs in manuals, etc.; pedagogic personnel training for a new school education system; educational institution financing and logistics, etc. were detailed and described. Core and character of the discussion between People’s Commissariats of Ukrainian Soviet Socialist Republic and of Russian Soviet Federative Socialist Republic about school education development (about monotechnizm and polytechnizm, about school education foundations, structure, content and organization, about Ukrainian school education alignment into All-Russian one according to the Russian model) were disclosed.
