Essay

The problem of integration of methodological positions of project management and strategic management of HEI development has been discovered. A model of strategic management of project-oriented HEI has been improved. The base concepts of research have been specified. The model of HEI activity, which is based on conception of strategic unity and links the functional component with strategic, tactical and operational components within the framework of project activity, is offered. The model of forming of projects' portfolio of development strategy implementation of HEI, which represents intercommunication of estimation of a portfolio payment in the planned and forecast values of indexes of strategic goal, has been developed.
