Volkova S. Activity of local authorities of Donbas in the second half of the 20 - 30 years of the ХХth centuries

The dissertation is devoted to the research of activity of local authorities in Donbas in the second half of the 20 - 30th of the ХХ century. In the work certain basic stages of administrative reforms and the legislative status of local authorities are observed, on the basis of the analysis of the published and archival sources, scientific literature. Organizational structure of local councils, their structure, functions, regional features are revealed. The specificity of the elections to the local councils and the results of the practical realization of the selective legislation are analyzed. The basic directions of work and the form of activity of local governments, a principle of their personnel and budgetary policy, and also the way and realization methods of control over them by communist party are investigated. Certain basic lines of activity of the local councils as to the development of the industry of the region, agriculture, welfare sphere; consequences of activity of the local authorities in the region are studied, achievements and mistakes of their activity are shown. As the result of the research corresponding conclusions and generalizations are drawn.
