Essay

The dissertation examines the health care party and state policy in the Ukrainian SSR: its creation and functioning during the period of socio-economic and political changes between 1919 and 1929. By analyzing a number of archival documents as well as published materials, the dissertation identifies and describes the main trends of Soviet authorities and Communist party activities towards health care. Furthermore it investigates the centralization process of the health care management and also the structure of People's Commissariat for Health, including its local branches. The thesis describes the infrastructure of the public health system, its financing as well as the supply of medicament and equipment. The author pays special attention to the policy of the Soviet authorities and the Communist party towards the members of the qualified medical staff, who received their education in tsarist Russia, and to the ways of schooling new specialists. The thesis reveals the priorities in providing medical services to different population strata, as well as overall capacities of civil medicine in towns and in the countryside.
