The subject of the thesis is social and philosophical analysis of utopian and dystopian social project planning experience, the possibility of it's usage for social models developing that may help to solve global problems, the scientific assessment of mentioned projects. It was proved that the principal mistake in utopian construct making was made by omission of emergence effect. It is forecasted that due to the incapacity of modern international institutions headed by UN to coordinate the activities of the world community, the global planetary nongovernmental social organization may occur. The social and philosophical analysis was conducted in order to define the conditions in which the organization may transform into world totalitarian state.
