The thesis deals with complex investigation of theoretical principles of forming and development of the communicative system of documental support of higher educational institution management (CSDSM) as an important factor of the documental management. The conceptual approach to learning the category addressed its contents and form, has been substantiated. The analysis of theoretical and methodological principles of the research of the most important constituents of CSDSM has been done. The peculiarities of CSDSM functioning at the higher educational institutions have been highlighted, as well as its structure, interconnection and interaction with the other management system have been discovered. The main principles of CSDSM introduction based on electronic communications for the higher educational institutions have been determined. The analysis of documental and technological nature of CSDSM as its functioning in the form of regulators of internal and external relations has been carried out. Regularities of CSDSM development based on the developed strategy of the informational society have been substantiated. The communicative system of documental information support while taking managerial decisions have been taken into account. The conceptual principles of the modern CSDSM model based on innovative foundations have been generalized, the methodological basis of determining effectiveness of its functioning has been researched the conceptual aspects of the model of the circulation of documents system of cooperative union of higher educational institutions have been suggested. The main reasons which do not allow to use CSDSM to a large extent have been determined and the ways of solving this issue have been proposed.
