The dissertation research and the review of the quality phenomenon of the Ukrainian Studies discourse within the paradigm framework of monitoring, computing and evaluating the quality factor of the Ukrainian speech activity is complemented with the theoretically substantiated and practically devised authentic concept and methodology for the implementation of the nationwide certification of the quality levels of the Ukrainian language communicative competence (ULCC) and the Ukrainian Studies competence as well as the mathematical, logistical and software provision to enable the fully functional performance of such certification schemes.Key words: Ukrainian Studies discourse, Ukrainian language communicative competence, Ukrainian Studies competence; quality level of the Ukrainian language and Ukrainian Studies competence; nationwide certification; external monitoring of the quality of education; lingvodidactic computer-based test.
