The dissertation is devoted to the study and the analysis of the Central administrative-territorial commission’s activity at UCEC on the territorial reforming in Ukraine in the 20-s of the XX-th century. The research is based on the published and non-published materials (documents). The documental base is wide and representative enough. The history of establishing and functioning of the Central administrative-territorial commission at UCEC in the 20-s of the XX-th century is researched and represented completely as well as its role in the territorial reforming in USSR. There has been characterized the concept of preparing and fulfillment of the territorial changes made by the Central administrative-territorial commission which organization and activity have been analyzed. There has been proved the contradictory nature of these changes resulted from the political situation instead of objective reasons and based on the ideological pattern and subjective decisions.
