Essay

Based on the conceptual achievements of modern historiography and using a wide range of different sources, the author has analyzed historical preconditions of the phenomenon of immigrant collectives, their ideological purpose of creating and main problems on the way of their further development. The author retraced an orientation of a policy of the Bolshevist government concerning legalization of immigrant movement. Problem points in mutual relations with local authorities and surrounding population are shined. Analyzed the motives of an exit from collectives and the reasons of the transformation the relations of the Soviet government to the campaign of mass immigration.
