In the dissertation author analyses the organizative and pedagogical bases of primary school teachers preparation at district short-term pedagogical courses in Ukraine in the second halt of ХІХ ? beginning of ХХ century. Also the regional particularities of ukrainian zemstvo activity for the increase of popular teachers qualification is described in this scientifical work. The author finds out the reasons of foundation and further functioning of zemstvo short-term pedagogical courses in the second halt of ХІХ ? beginning of ХХ century. The system analysis of studying curriculum, forms and methods of teachers preparation at the zemstvo (district) short-term pedagogical courses on different stages is done in this work.
