Essay

This thesis work comprehensively considers the contribution of the Chernihiv province local self-councils' (zemstva) into establishing the local primary schooling network and its maintenance during 1865-1919. The work provides an overview of the popular schooling in the Chernihiv province before the establishing of the local councils and their institutions, of the main local schooling network organization stages, of the educational development strategy in the province as well as of the universal primary schooling. The main features of the schools' administration system are shown, as well as their financing and utility serving methods.
