The author of the paper analyzes theoretical footing of status and that of trends in development of state-and-public-servant relations in Ukraine as an integral part of modernization of public service establishment. The author proposes definition of state-and-public-servant relations and describes features and structure thereof. The content of state-and-public-servant relations defines the activities of the participants therein that are implemented in continuous cyclic order of fulfillment thereof which includes the complex of grounds and procedures for formation of these relations, their modification and cessation as well as determination of legal status of public servant.
