A research object is public relations, formed in the process of reformation of the system of government executive service in Ukraine. A purpose of dissertation research is a theoretical ground of organizational and legal bases of providing of professional activity in the system of government executive service. Research methods: analysis, historical, structural-functional, comparative, legal and logical methods. Scientific novelty of the got results are organizational and legal bases of providing of forms are grounded, methods and principles of professional activity in the system of government executive service in relation to organizational procedures of the forced execution of decisions of organs of public power, use of co-ordinating mechanisms of management, association public and private constituents in the structure of government executive service, the concept vehicle of research is improved, a concept "professional activity in the system of organs of government executive service" is certain, concepts "form of professional activity in the system of government executive service", "methods of professional activity of government executive service", "principles of professional activity in the system of government executive service" are specified, the decision of law-enforcement maintenance of professional activity in the system of government executive service is improved, directions of the use of foreign experience of improvement of separate institutes of government (public) service are improved, methodology of approach of the systems in relation to organizational and legal principles of providing of professional activity in the system of government executive service, scientific developments in relation to reformation of government executive service in accordance with innovative direction of development of the Ukrainian state developed in subsequent.
