Thesis is devoted to creating methods of development project management on pre-investment stage. Special features of pre-investment stage of development project have been highlighted. The methods of pre-investment research of development project environment are offered. Definitions of real estate, urban area, and alternative of functional area development are introduced and analyzed. The structure model of software for support of investment decision of functional properties development project product on pre-investment stage is developed. Interactive multifunctional program environment for support of developer investment and management decision making has been created.
