The thesis is devoted to research and rethinking of social and philosophical aspects of the relationship of the state and civil society, particularly in the historically-advancing development. The modern idea of the social optimum is inherent in functional diversity of civil society. Civil society is regarded as a complex socio-cultural formation, based on a system of private, public, social, economic, national, political relations and institutions, independent from the state, based on democratic values, humanistic moral standards and legal principles.
