Dissertation on the basis of wide circle of sources and literature the basic facts from I.Petrynkevich’s biography are reconstructed; the main factors are detected, that influenced on the process of forming of figure’s world view; the genesis of his political looks are find out; personal vision of decision ,,Ukrainion question” in the Russian empire. The author lighted up I.Petrynkevich’s activity, that was connected with his practical work in the elective representative institutes of the Chernihiv province – Borzna county zemstvo, peaceful judical authorities, Chernihiv province nobiliary meeting, Chernihiv province zemstvo. Consistently proved thet I.Petrunkevich’s persistent labour had a progressive, modem character, it was directed to the radical reform of the public organism of Russian Empire by liberal – democratic, capitalist transformation,it was the independent alternative to the domestic political course, ruling autocratic mode that leaned to the ideology of conservatism.
