Essay

This dissertation studied of the role and the place of the implementation of government policy of the Russian Empire by the local authorities of the Southern Ukraine in respect of the Cossacks of that region in the 19th century. The ratio to the Cossack issue of the leading figures of the management of the 19th century was finally determined. The features of the relations of governor-generals, certain periods of decline and revitalization policy in relation to the Cossacks of the central government and the influence on these processes of local governance were highlighted. The study clarified the actors, factors, functions and effects of interaction between the Cossacks and local governance, the stages of the dialogue.
