Essay

The establishment of KCM and the principles of its functioning are examined. It is illustrated that KCM was established as Ukrainian local government institution. It is proved that in connection with danger caused by OUN(m) activity, the Germans restricted the rights of KCM and completely subordinated it. KCM was turned into an auxiliary structure of German occupation administration. The activity of KCM in the health protection, industry, finance and charity are analyzed.
