Saraeva O. Donbas District Zemstvos: the interaction with authorities and society

The dissertation is devoted to the interaction of the Donbas District Zemstvos with the authorities and society at medical, cultural and educational activity, and charity. The development of Zemstvos' lows has been characterized in by the comparison study of Statutes on Zemsvos' Institutions (1864 and 1890). The trends and measures of limitation on Zemstvos power have been determined. The social, ethnic and property structure of Donbas District Zemstvos has been reconstituted according to the historical records. The author characterizes the activity of the most authoritative representatives of the Zemstvos elite. The process of the development of Zemstvo's medicine in Donbas Districts has been illustrated. The trends and characters of District Zemstvos interaction with different social groups, the peasantry first, as to the health localities and hospitals development, and epidemiology has been shown. The development of Zemstvo's school and motivational factors to involve village communities in the development of cultural and educational infrastructure has been pointed out. The trends of Zemsvo's activity in the spheres of public assistance, charity popularization and support for charitable institutions have been determined and analysed.
