Essay

The content of the dissertation is mainly composed of the legal and scientific basis of document work in Ukraine in the 1920s–1930s. In the context of the theme under consideration, the dissertation presents profound analysis of a great number of sources, which has made it possible to highlight the key issues of legal regulation of document work both in the Soviet Union as a whole and in its republics in particular. The researcher has also determined the main factors that affected formation of the document-keeping system at the time of building the Soviet government patterns in Ukrainian Soviet Socialist Republic and typified gradual changes in the scientific basis of document work: from dominance of the purely administrative approach to affirmation of the archive-minded one. On the basis of the archival sources, the dissertation presents research of the activities carried out by Administration Rationalization Institute, Ukraine’s first research institute that had certain theoretical achievements in the field of document work synthesized on the basis of foreign experience as well as on the empiric experience of its own. The researcher provides enough evidence to Ukraine’s having its own achievements in the field of document work in the 1920s–1930s, not in the All-Union context alone.
