The thesis includes the research on the track sector project management. The analysis of the research and the results showed that the major element in the track project management improvement at all stages of life cycle is the criteria of assessing their quality and efficiency. The mathematical model of the functioning of track sector departments' is developed and is the basis for problem definition and task solution in the systematic unity of the tasks range on repairing and operating maintenance of track sector. The methodology of basic parameters prediction of industrial and economic activity of the track sector departments is presented, the implementation of which ensures high efficiency of its industrial and technological capabilities. The basic strategy of the use of industrial and technological capabilities of track sector is suggested. The method and criteria for tendering products of track sector are developed. The algorithm of solving the optimal problems that provides the rational use of industrial and technological capabilities of track sector departments is suggested.
