Research object: administrative elite. Research purpose: administrative elite as subject of public transformations in its co-operating with society and practical recommendations in relation to forming and development in the conditions of public changes. Research methods: philosophical, scientific and special. Results of social'nofilosofskogo analysis of administrative elite got in research as a subject of public transformations is had philosophical-methodological value for the different spheres of sociogumanitarnogo knowledge and practice of state administration, preparation of upravlencev. A scientific novelty consists in a social'nofilosofskom comprehension and ground of teoretiko-methodological principles of activity of administrative elite as a subject of public transformations, to development of practical recommendations in relation to its participating in community development of Ukraine. Materials of dissertation can be used in preparation of the special courses on philosophy, management philosophy, state administration. Conceptual ideas and separate positions of work can be used in an educate and educational practice.
