Essay

The object of the research – process creation and formations creation and activity of central organs of executive and participation in this process of the representatives of national minorities of Ukraine in time of Central Rada (1917-1918). The dissertation purpose – to carry out the complex analysis of a role and place of the representatives of national minorities of Ukraine in process of creation of central organs of executive in time of Ukrainian Central Rada (1917-1918). Methods: comparative-historical, historical-genetic, retrospective, chronological and method of mathematical statistics. Scientific novelty: the activity and role of public organizations of national minorities in alteration of life of national societies was investigated; transformation of representative office of national minorities is reflected in the process of entry of central organs of executive power; reserve of representatives of national minorities which directly headed general ministries in the government of UNR is comprehensively described; in detail a structure, personal composition and activity of general ministries is analyzed in matters of Jewes and Poles; due to introduction to the scientific using sources of general ministries activity is first reflected from the Russian matters of UNR; the conducted research allows to make a conclusion about perceptible contribution of national minorities of Ukraine in alteration of central organs of executive power in time of UCR, that to a great extent was instrumental in the Ukrainian state system establishing. Practical value of research: the results of research can be used at a spelling of scientific works on a history of Ukraine, and also at teaching courses of a history of Ukraine, history of the state and right, politology, administrative law, state management. Sphere of use: higher educational institutions.
